This position is being announced under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will serve as an experienced Logistics Management Specialist with the responsibility of planning, coordinating, or evaluating the logistical actions required to support a specified mission or other program, in the day-to-day and disaster operations. The ideal candidate will have experience providing program analysis and support for planning and executing contracts


  • Analyzing programs to identifying specific requirements for money, manpower, material, facilities, and services needed to support operations
  • Respond to deployment request to provide logistics support for pre and post disaster operations
  • Record and track the status of all resources assigned to the incident
  • Perform manual labor duties such as packing and unpacking of commodities delivered to the staging area
  • Demonstrate understanding of and compliance with agency inventory, shipping and receiving, and customer service-related standard operating procedures
  • Filing of shipping bills of lading, and receiving reports
  • Prepare and present briefing, analyses, and recommendations concerning an event
  • Assist in the development incident traffic plans

    Promotion Potential: Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee's ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees.

    The qualification requirements listed below must be met within 30 days of the closing date of the announcement.

    You qualify for this position at the IC-11 level (starting salary $75,515) if you possess the following:

    One full year of specialized experience equivalent to the next lower grade (GS-09) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Examples of specialized experience would typically include but are not limited to:

    • Evaluating logistics management functions or processes for efficiency;
    • Creating reports to convey program information and make recommendations for change; and,
    • Formulating and implementing solutions to logistics functions issues.

      OR

      Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

      OR

      Combination of education and experience

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
